Bu ba\u011flamda ekonomik \u00f6mr\u00fcn\u00fc tamamlayan ve depreme dayan\u0131kl\u0131l\u0131\u011f\u0131 d\u00fc\u015f\u00fck olan yap\u0131lar y\u0131k\u0131l\u0131r ya da g\u00fc\u00e7lendirilir. Kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerinde 6306 say\u0131l\u0131 Kanun\u2019da yer alan hususlar do\u011frultusunda hareket etmek gerekir. Bununla birlikte s\u00fcrecin ba\u015far\u0131s\u0131 i\u00e7in baz\u0131 noktalara ayr\u0131ca ehemmiyet g\u00f6stermek \u00f6nemlidir. Bu i\u00e7eri\u011fimizde kentsel d\u00f6n\u00fc\u015f\u00fcmde dikkat edilmesi gerekenleri ayr\u0131nt\u0131l\u0131 olarak anlataca\u011f\u0131z.<\/p>\n<h2>Kentsel D\u00f6n\u00fc\u015f\u00fcm Nedir ve Kimler Faydalanabilir?<\/h2>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm, ekonomik etkinli\u011fini yitiren kentsel mekanlar\u0131n yeniden planlanmas\u0131 ve g\u00fc\u00e7lendirilmesi s\u00fcrecidir. Bununla birlikte kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcreci,\u00a0 eskiyen yerle\u015fim yerlerini yeniden kullan\u0131ma kazand\u0131rmay\u0131 ama\u00e7lar. Ayr\u0131ca niteli\u011fi d\u00fc\u015f\u00fck ve riskli yap\u0131lar\u0131 daha sa\u011fl\u0131kl\u0131 hale getirmeyi de i\u00e7erir. Modern ya\u015fama ayk\u0131r\u0131l\u0131k te\u015fkil eden ve depreme dayan\u0131kl\u0131 olmayan binalar\u0131n y\u0131k\u0131lmas\u0131, s\u00fcrecin \u00f6nemli par\u00e7alar\u0131ndan biridir. Yap\u0131 yenileme ve g\u00fc\u00e7lendirme s\u00fcrecinden, ilgili Kanun do\u011frultusunda T\u00fcrkiye\u2019deki t\u00fcm binalar faydalanabilir. Fakat bunun i\u00e7in kentsel d\u00f6n\u00fc\u015f\u00fcm \u015fartlar\u0131 i\u00e7in gerekli olan riskli yap\u0131 stat\u00fcs\u00fcnde bulunmak gerekir. Ayr\u0131ca kat maliklerinin s\u00fcre\u00e7 i\u00e7inde kentsel d\u00f6n\u00fc\u015f\u00fcm kredisi gibi finansal desteklerden faydalanmas\u0131 da m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<h2>Kentsel D\u00f6n\u00fc\u015f\u00fcm Ba\u015fvuru S\u00fcreci<\/h2>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm ba\u015fvuru s\u00fcreci, gerekli evraklar\u0131 yetkili mercilere sunarak ilerler. Bu \u00e7er\u00e7evede kentsel d\u00f6n\u00fc\u015f\u00fcme dair ba\u015fvuru ad\u0131mlar\u0131 a\u015fa\u011f\u0131daki gibidir:<\/p>\n<ul>\n<li>\u00d6ncelikle Bakanl\u0131\u011f\u0131n yetki verdi\u011fi lisansl\u0131 bir kurulu\u015fa riskli yap\u0131 tespiti yat\u0131rmak gerekir.<\/li>\n<li>\u0130zinli kurulu\u015f, yap\u0131dan karot \u00f6rnekleri alarak risk incelemesi yapar.<\/li>\n<li>Tespit raporu \u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi M\u00fcd\u00fcrl\u00fc\u011f\u00fcne g\u00f6nderilir.<\/li>\n<li>Kat malikleri bir karar toplant\u0131s\u0131 yapar. Buna g\u00f6re %51 \u00e7o\u011funluk oyu yeterlidir.<\/li>\n<li>Bir sonraki ad\u0131mda ise binay\u0131 bo\u015faltmak gerekir.<\/li>\n<li>Belediyeden y\u0131k\u0131m ruhsat\u0131 almak ise \u00f6nemli ad\u0131mlardan bir di\u011feridir.<\/li>\n<li>Bir mimari proje haz\u0131rl\u0131\u011f\u0131 yapmak olduk\u00e7a m\u00fchimdir.<\/li>\n<li>M\u00fcteahhit firmas\u0131 ile anla\u015fma yapmak, s\u00fcrecin kritik par\u00e7alar\u0131ndan biridir.<\/li>\n<\/ul>\n<p>Yukar\u0131daki ad\u0131mlar\u0131n ard\u0131ndan Belediye onay verdi\u011fi takdirde proje s\u00fcreci ba\u015flar. \u0130l ya da il\u00e7e belediyesinin d\u00fczenli denetimleri ile <a href=\"https:\/\/www.ilanlar.com\/emlak\">bina<\/a> tamamlan\u0131r. Son ad\u0131mda ise Belediye\u2019nin yap\u0131 kullan\u0131m izni ile birlikte kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcreci biter.<\/p>\n<h2>Kentsel D\u00f6n\u00fc\u015f\u00fcmde Hukuki S\u00fcre\u00e7 ve Haklar Nelerdir?<\/h2>\n<p>S\u00fcre\u00e7 \u00f6ncesinde vatanda\u015flar\u0131n ilgili kanunu ve bu do\u011frultuda do\u011fan haklar\u0131n\u0131 bilmesi olduk\u00e7a \u00f6nemlidir. Yasal hususlara dikkat etmek, vatanda\u015flar\u0131n ma\u011fduriyetinin \u00f6n\u00fcne ge\u00e7ecektir. Kentsel d\u00f6n\u00fc\u015f\u00fcm yasas\u0131 do\u011frultusunda vatanda\u015flar\u0131n ba\u015fl\u0131ca haklar\u0131 a\u015fa\u011f\u0131daki gibidir:<\/p>\n<ul>\n<li>Yeni d\u00fczenlemeye g\u00f6re kat maliklerinin tespiti takiben 15 g\u00fcn i\u00e7inde itiraz hakk\u0131 vard\u0131r.<\/li>\n<li>Hisseler oran\u0131nda \u00e7o\u011funluk yeterlidir. Dolay\u0131s\u0131yla s\u00f6zle\u015fme haz\u0131rl\u0131\u011f\u0131na dikkat etmek ve buna dair bilgi edinmek epey m\u00fchimdir.<\/p>\n<h2>Kentsel D\u00f6n\u00fc\u015f\u00fcmde Finansal Destek ve Devlet Te\u015fvikleri Nas\u0131ld\u0131r?<\/h2>\n<p>Bakanl\u0131klar kat maliklerine ve bazen kirac\u0131lara, y\u0131k\u0131m deste\u011fi, kira yard\u0131m\u0131 ve ta\u015f\u0131nma deste\u011fi sunar. S\u00f6z konusu finansal destek ve devlet te\u015fviklerinden yararlanmak i\u00e7in ba\u015fvuru yapmak \u00f6nem arz eder. Bunun yan\u0131 s\u0131ra yap\u0131y\u0131 g\u00fc\u00e7lendirme etab\u0131nda bina i\u00e7n kullan\u0131lan bir hibe deste\u011fi de vard\u0131r. Bunlara ek olarak maliklerin ve kirac\u0131lar\u0131n ta\u015f\u0131nmas\u0131n\u0131 kolayla\u015ft\u0131ran kentsel d\u00f6n\u00fc\u015f\u00fcm ta\u015f\u0131nma yard\u0131m\u0131 da vard\u0131r.<\/p>\n<h2>M\u00fcteahhit Se\u00e7imi ve S\u00f6zle\u015fme Yaparken Dikkat Edilmesi Gerekenler<\/h2>\n<p><a href=\"https:\/\/kdb.gov.tr\/\">Kentsel d\u00f6n\u00fc\u015f\u00fcm<\/a> s\u00fcrecinde m\u00fcteahhit se\u00e7erken muhakkak ge\u00e7mi\u015f deneyimlere bakmak gerekir. \u00c7\u00fcnk\u00fc do\u011fru m\u00fcteahhit se\u00e7imi, s\u00fcrecin daha sa\u011fl\u0131kl\u0131 ilerlemesi noktas\u0131nda \u00f6nemlidir. Ayr\u0131ca enerji verimlili\u011fi, yal\u0131t\u0131m ve do\u011fal \u0131\u015f\u0131k kullan\u0131m\u0131 ile ya\u015fam kalitesini de art\u0131rmak \u00f6nemlidir.
